When on the 16 February 2026 NATO launched operation Arctic Sentry, it reiterated a concept that had already been pointed out with the exercises conducted in the previous months, with the manoeuvers Baltic Sentry in January 2025 and Eastern Sentry in September 2025: the Atlantic Alliance is committed to the defence of its borders, particularly those closest to the heated areas close to the frontline in the East. However, this latest NATO operation saw a discontinuity compared to the previous ones listed. If the maneuvers of 2025 worked as acts of deterrence triggered by, respectively, the need to secure key underwater cables and respond to the violation of NATO airspace perpetrated by Russian drones, this large arctic deployment follows the unprecedented tensions that saw the Trump Administration threatening a military intervention against its own allies to acquire control of the Danish territory of Greenland.
Three fronts of concern
Despite the credibility of such threats had been questioned at every step of the unusual escalation, the European component of NATO realized that the near future would see at least three separate vectors of challenge conveying into a region whose strategic significance continues to rise. On one side the Russian presence, historically strong in the region, and despite the difficulties and resources shortages due to the prolonged full scale war in Ukraine, is already working to reconstituting a powerful arctic military presence (Business Insider, 2026). At the same time China is starting to show the results of its years of silent commitment to, as self proclaimed “Near-Arctic State”, establish itself as a power in the arctic sector, weaving a web of dual-use scientific and digital infrastructure across the region that advances strategic interests beneath the threshold of overt provocation, in full exploitation of the paralysis that has been characterizing the few institutions regulating the arctic for the past few years. Last, the claims of the Trump administration on Greenland may not have been ultimately aimed at challenging the sovereignty of an historic ally, but definitely showed the inadequacy of commitment for the arctic region showcased by the European allies. It’s in light of the need for such enhanced effort that initiatives like Arctic Sentry were launched, along with the need of building a credible, industrially grounded Arctic posture before the window for doing so becomes too small.
The Strategic Revaluation of the High North
In order to assess the best strategy to reconsider the European strategic posture in the Arctic sector, it is important to recall the stance that was taken in the past years regarding the matter. A stance that could be considered as ambiguous, both for the initiatives sustained and the ultimate direction such initiatives should be directed to. The region has long been considered too remote and inhospitable for conventional force projection and any form of sustained presence. Therefore, any initiative to pursue a credible amount of investments or European defence buildup was not seen as a looming priority. However, a series of irreversible factors have progressively unveiled the inadequacy of such an approach, some of which have been visible for many years. As public opinion grew in concern for the expected increase in extreme weather events, another aspect to be taken into account was the opening of new sea routes, specifically in our area of interest (Humpert, 2011): as easily deductible, rising temperatures have been accelerating the melting of seasonal sea ice and, consequently, opening transit corridors along the Northern Sea Route and the Northwest Passage. Such a condition has the fundamental consequence of reducing Asia-to-Europe travel times by approximately 40% compared to existing southern routes, resetting standards for communications and global trade strategies. Global warming is determining another fundamental consequence for the relevance of the arctic, as ice thinning is progressively revealing the presence of resource endowments of invaluable strategic significance. As a matter of fact, studies demonstrate (EIA, 2012) how the Arctic holds an estimated 13% of the world’s still undiscovered oil, 30% of its natural gas, and also large deposits of rare earth elements that have proven in the last few decades as critical to both the green transition and advance manufacturing in many fields.
At the same time, the historical military implications can be considered equally relevant. As a matter of fact, Greenland sits right astride the “GIUK (Greenland, Iceland, United Kingdom) gap”, the portion of northern Atlantic Ocean that constitutes as a chokepoint between the previously mentioned landmasses and, consequently, the area through which any Russian naval breakout from the Kola Peninsula into the Ocean towards America must pass. The relevance of such a key sector of the globe for the actors in play has been assessed by the data most recently gathered: senior NATO naval commanders recently described Russian submarine activity in these approaches as equally or, even, surpassing the levels reached during the Cold War, to the point where references to a ‘Fourth Battle of the Atlantic’ have been prompted (Foggo and Fritz, 2016). Russian general deployment features underline once again the level of priority attributed to the sector, as the Northern Fleet, whose headquarters are harboured on the Kola Peninsula (not further than 100 kilometers from the border with Finland) remains in fact the most powerful concentration of naval and nuclear assets in Russia’s order of battle. Some of the assets hosted in the area include ballistic missile submarines, long-range maritime patrol aircraft, and coastal defence systems including the Bastion-P anti-ship complex.
The Russian Posture
It is worth noting how the operations in the full scale war against Ukraine contributed to severely depleting Russia’s Arctic-specialized forces. Units of the 14th Army Corps were redeployed south from the very early stages of the conflict and suffered substantial losses both in personnel and armored vehicles. In fact, Vice Admiral Rune Andersen (Chief of Norwegian Joint Headquarters) confirmed in February this year that there is no clear or immediate military threat from Russia coming from the high north (Adler, 2025). At the same time, NATO is preparing to face a more dangerous Russia, should Moscow have concrete plans to rebuild and expand its northern posture once the fighting in Ukraine comes to an end.
After all, Russia can already count on the basis of infrastructure upon which a rebuilding effort can easily be built. The government started the renovation of Soviet-era Arctic airfields and deep-water ports throughout the 2010s, while it also established a dedicated Arctic Command and deployed anti-access and area denial architecture across all its northern archipelagos. It is then clear that arctic modernization is a top priority whose targets will be met regardless of the strain imposed by the war in Ukraine, as signaled by the launch of the Yasen-M class nuclear submarine Perm at Mursmank in March 2025, an occasion attended by President Putin himself. At the same time, Russia’s main directorate for deep sea research activities (GUGI) already operates a fleet of specialized submarines whose core function is gathering seabed intelligence, while also constituting a real threat for the network of undersea Arctic fibre optic cables and energy pipelines: two resources on which European digital and economic connectivity directly depends.
On the other hand, the recent accession of Finland and Sweden to the Atlantic Alliance has extended NATO’s northern flank, simultaneously increasing what Russia defined as (Westra, 2025) “sense of encirclement”: a dynamic that, as as Finnish Defence Minister Antti Häkkänen warned at the Munich Security Conference in February 2026, is already translating into renewed military construction along the Finnish border (Euronews, 2026). Yet another demonstration of how, also politically, it is not sustainable anymore for European Institutions to treat the Arctic stage as a front of secondary relevance.
China: The Patient Architect of Arctic Presence
While Russian presence and aims in the Arctic region date back to decades in history and have always been explicit, Chinese efforts, even if more recent, have been patient and focused on infrastructure building on multiple layers. The founding pillar of Chinese efforts in its northern influence expansion dates back to 2013, when Beijing acquired the status of “Observer” in the Arctic Council, along with its self-proclaimed status of “Near-Arctic State”. China has since then embedded itself in the region through a wise combination of diplomacy, investments, and development of dual-use infrastructures, advancing strategic interests while, at the same time, remaining beneath the threshold of explicit provocation in military terms.
The frontline of this hybrid approach is the Polar Silk Road, introduced in the Vision for Maritime Cooperation promoted by the Chinese government in 2017, as an arc connecting Asia to Europe via the Northern Sea Route. Materially, such efforts translated into the BeiDou Navigation Satellite System (a GPS competitor that was tested in Arctic conditions first in 2019) and an ambitious programme of fibre optic cable deployment, with over 10500 kilometers of planned submarine cable (Kahraman, 2025).
The most visible and significant component of the Chinese strategic architecture in the region is the research station network. China established its Yellow River Station on the Svalbard Archipelago in 2004. By 2017 it had inaugurated the Chinese Arctic Remote Sensing Satellite Ground Station in Kiruna, Sweden, and a satellite ground station in Kangerlussuaq, Greenland. These ground stations, though framed as civilian and scientific, actually provide capabilities that are directly applicable to military surveillance and targeting activities, ranging from geodetic observation to atmospheric data collection and over-the-horizon satellite tracking. American intelligence reports have already stated the relevance of the potential threat posed by these installations, showcased in the China Military Power Report redacted in 2024 by the US Department of Defence. According to the paper, Beijing is advancing strategic and military interests in the Arctic under the cover of scientific research, and that its cooperation with Russia creates an integrated intelligence and infrastructure capability with clear dual-use applications (DoD, 2024).
As briefly mentioned before, the Chinese government also effectively exploited the de facto paralysis of the Arctic Council. This body, the main intergovernmental forum promoting coordination and interaction among Arctic states and indigenous communities, completely froze its activities in 2022, after the suspension of multilateral engagement with Russia following the invasion of Ukraine. By advancing alternative legal frameworks, China has been encroaching on the Arctic sector also on the legislative side, eroding the exclusive sovereignty prerogatives of the eight arctic states one resolution at a time. (Rapper, 2025) The increase in Chinese activity in the area is directly proportional to Beijing alignment with Russia: the number of Chinese-owned companies registered in Russian-controlled Arctic territory surged by 87% between January 2022 and June 2023, reaching 234 firms.
The Greenland Question and Alliance Cohesion
In a full analysis of the Arctic picture it is not possible to avoid talking about the significance of Greenland on its own. Its position astride the GIUK gap adds up to the presence of the Pituffik Space Base, the northmost military installation of the United States. The station is of vital importance for missile warning, space surveillance, and satellite command, making it indispensable to North American aerospace defence and Atlantic sea lane monitoring. For such reasons, cross Atlantic cooperation to guarantee the security of the island has never been put in question. What is in question is whether the Trump administration’s approach to asserting the value of Greenland is compatible with NATO’s structures on which European security itself depends. The repeated public suggestions of acquisition of the past months, alongside with the refusal to rule out economic or military pressure to achieve it, have destabilized the relationship between the USA and its European allies at precisely the moment when tight cooperation in the High North is most needed.
By analyzing the research infrastructure present in Greenland it’s possible to understand what’s concretely at stake. The island hosts a constellation of internationally significant scientific facilities, starting from the American-funded Summit Station, the only year-round inland Arctic observatory in the world, operated by Battelle Arctic Research Operations under contract from the US National Science Foundation. Disko Island hosts the University of Copenhagen’s Arctic Station, while the Zackenberg and Kobbefjord stations under the Greenland Ecosystem Monitoring programme, together with the Villum Research Station at Station Nord are positioned in high-arctic North Greenland (Arctic Hub, 2022). The scientific relevance of these installations is as important as their strategic value. In fact, their continuity depends on stable political relations that current American rhetoric has placed under strain, and their data, if access were disrupted or transferred, would represent a meaningful intelligence and environmental monitoring loss for Europe and for the whole Atlantic intelligence network.
The critical gap, between industrial and supply chain provisions
Since February 2022, NATO’s structural response has accelerated markedly. Among the main signals of such a dynamic, the opening of the Combined Air Operations Centre in Bodø, Norway, the Alliance’s third CAOC in the High North in October 2025. These structures provide integrated air monitoring across the Nordic region, the Baltic Sea, the North Atlantic, and the Barents Sea. Previously mentioned operation Arctic Sentry is just the culmination of these efforts. Investment in capability is also underway, including the NORTHLINK Arctic satellite constellation, cold-weather rated platforms, and expanded ISR assets (NATO, 2026).
However, such advances must be evaluated against a structural deficit that the Alliance framework has to inevitably face. After all, NATO remains a reactive, consensus-dependent institution. Its deterrence posture risks under-preparation for the sub-threshold operations in which both Russia and China have demonstrated the greatest sophistication (Rapper, 2025). The industrial and supply chain dimension remain where the gap is widest, and where European agency would be most needed.
The most immediate deficit is maritime. Russia operates the world’s largest icebreaker fleet, seven nuclear-powered and more than 30 diesel-powered vessels, including variants armed with Kalibr cruise missiles, conferring a freedom of navigation in the High North that NATO simply cannot match. To provide a means of comparison, the United States operates a single operational heavy icebreaker. Finnish shipyards have designed and built some of the most technically advanced icebreaking vessels in the world; a NATO-coordinated Arctic maritime programme anchored in Nordic industrial capacity, funded through the European Defence Fund and structured around interoperability standards, would therefore address a capability gap that is simultaneously strategic and commercially viable for European industry.
At the same time, the digital infrastructure at the basis of the most recent levels of innovation cannot be omitted. NORTHLINK provides a partial answer to the polar-orbit communications gap, but Europe’s response to China’s subsea cable and satellite ground station network must go even further. Past experiences in that sense can be instructive: for example, Canada restricted Chinese investment in Arctic telecommunications on national security grounds in 2022; Denmark and Greenland blocked a Chinese airport construction bid in 2018 when NATO allies raised security concerns (Kahraman, 2025). What has been missing is a coordinated European framework for screening and, where necessary, removing Chinese-linked dual-use infrastructure from Arctic sovereign territory. The EU’s existing foreign direct investment screening regulation provides the legal architecture, so extending its explicit scope to cover scientific and telecommunications assets in the High North would constitute a strong political turning point.
A Framework for European Arctic Sovereignty
It is clear that Europe’s Arctic challenge is not, at its root, a military problem. It is a matter of strategic coherence, industrial organization, and political will. Europe’s difficulty in aligning national industrial interests behind a common strategic objective, exposes the Arctic gap between the declared ambition of strategic autonomy and the reality of fragmented capability investment.
Among the priorities for action emerging, the first is institutional: NORDEFCO (the Nordic Defence Cooperation framework linking Denmark, Finland, Iceland, Norway, and Sweden) should be developed as the primary Arctic coordination mechanism within the Alliance, and instructed with a formal mandate to align member states’ capability investments, exercise programmes, and industrial procurement. Its integration with the Arctic Sentry framework, now explicitly recommended (Rapper, 2025), would give European Arctic security a coherent operational spine that neither the Alliance as a whole nor individual Allies acting alone can currently provide. Another core priority is industrial: Europe must build, rather than simply procure, the capabilities it requires, through icebreaker construction programmes in Nordic shipyards, cold-weather procurement standards and an EU investment screening framework extended explicitly to Arctic digital infrastructure. The third priority is strategic: the Arctic Council, though extremely weakened in its authority by Russia’s isolation, remains the only forum in which the legal architecture of Arctic governance can be maintained and ultimately restored. European Arctic states should invest in its reform rather than allow its paralysis to become permanent, since that paralysis benefits only the Chinese and Russian aims in the region.
Without choices of this kind, Europe risks not only falling behind in the competition for Arctic influence, but also losing the capacity to shape the rules of that competition. The window defined by the reconstitution of Russian Arctic forces and the deepening of Sino-Russian cooperation in the High North is not indefinitely open. On the other hand, a European Arctic policy grounded in industrial seriousness and institutional coherence could transform the region from the current demonstration of vulnerability and lack of coordination into a powerful showcase of the idea that European sovereignty can really be the future.
